It is also because of the existence of functional NPC, the villains BOSS will not be too bored in absolute free time. They can walk around without any problems, or make trouble with functional NPC. As long as they don’t play too much and affect the plot.
And those who have nothing to do with the plot are another form of NPC, called functional NPC.
Above are all the settings recognized by 233 as an old man during his long-term contact. Because City Confidential will not tell them these things and there is nothing else to tell them the truth, all of them have to rely on 233 to sum up.
